As reported in Variety, the move was apparently a response to earlier
criticism after the network made the inauguration festivities of Bill
Clinton available only to HBO subscribers in 1993. The deal with
Obama’s team this time underlines the unusually populist tone the
president-elect has sought for his inauguration, typically arranged as
a more exclusive event. HBO also agreed to air the event without
commercials.
Specific performers haven't been announced, but a swell of big
names are rumored to be in talks. The deal with HBO is a victory for
Obama’s team that ensures a high-end telecast of the
festivities, but it is also a significant accomplishment for HBO, which
will gain major exposure from the event. In an indication
of how versatile the network will be with its exclusive, there are
also preliminary plans to stream the event on HBO’s website for
viewers without cable.
