Once a year, Bumbershoot transforms Seattle Center from tourist destination to festival grounds. And with this year’s lineup, the locals are already starting their annual anti-rain dances so the September weekend of barbecue smoke and ear-drum-rattling music won’t be a wet one. Natives Modest Mouse headline, Dead Confederate leads a Dixified revival of the city’s legendary late-’80s/early-’90s rock scene and, with any luck, Todd Snider will bust out some “Talkin’ Seattle Grunge Rock Blues.”
