A reputable source on the Orlando United forum claims the studio asked Warner Bros. to broach the subject with the Tolkiens—who have a long-standing, trusting relationship with the studio stemming from the success of the Lord of the Rings films. After the Tolkiens reportedly talked to J.K. Rowling about her involvement in the theme park development of her own vision, they discussed the idea with the studio.
Nothing has been confirmed by any of the involved parties as of yet, but it seems like a natural progression for this iconic world and would be an awesome companion piece to the books and films.
